Overview

In the neon-drenched metropolis of Neo-Kyoto, a city governed by an iron fist and ubiquitous surveillance, a street artist known only as "Cipher" ignites a rebellion with his thought-provoking digital graffiti. When a brilliant but disillusioned detective is assigned to hunt down this elusive vandal, he finds himself drawn into a conspiracy far greater than he ever imagined, forcing him to question the very foundations of the system he serves and the true meaning of freedom.
